Abstract
This paper identifies the most cited IEEE Software articles over its 25 year history. An emerging citation tool is the H-index, defined as the lowest rank at which the number of citations is greater than or equal to the rank. To compute the H-index, we first compute and rank each entity's (author's or journal's) number of citations; the paper with the most citations is ranked first, the one with second-most citations is second, and so on. For example, if the 30th-ranked paper has 30 citations, then its H-index would be 30.
